简要规格描述或项目基本概况介绍、用途：本项目为2025年城市管理专项整治综合管理，拟通过公开招标方式选择一位合格供应商为采购人提供城市管理专项整治综合管理服务，工作内容包括但不限于：日常整治工作、点位固守工作、辖区巡查工作、街面秩序管理及重大活动保障工作等。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: This project is the comprehensive management of urban management special rectification in 2025. It is planned to select a qualified supplier to provide comprehensive management services for urban management special rectification for the purchaser through public bidding. The work contents include but are not limited to: daily rectification work, point sticking work, inspection work in the jurisdiction, street order management and major event guarantee work. (For details, please refer to Chapter III Procurement Requirements)

合同履约期限：自2025年8月10日至2026年8月9日。

The Contract Period: From August 10th, 2025 to August 9th, 2026.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《****点击查看政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b****点击查看政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠；（2）残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Policy of supporting small and medium-sized enterprises: This project is specially for purchasing small and medium-sized enterprises, and small and medium-sized enterprises do not implement price discounts during the evaluation; (2) Welfare units for the disabled and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；

（5）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established in China according to law; (4) Having a Security Service License issued by the Public Security Bureau of a province, autonomous region or municipality directly under the Central Government; (5) Subcontracting is not allowed for this project.

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.****点击查看.cn), China Government Procurement Network (www.****点击查看.cn) ;
