Brief specification description or basic overview of the project: 1. Under the unified dispatch of the purchaser and the local public security organs, carry out front-line management of the seawall, strengthen the frequency and intensity of patrols in the seawall area. 2. Complete the maintenance of safety management facilities in the seawall area and promptly repair damaged facilities and equipment.

2. Qualification Requirements for Bidder

(a)满足《****点击查看政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This project (◆ Yes □ No) is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, small and micro enterprise products will not be subject to price discounts. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)本项目的特定资格要求：（1）符合《关于对接国际高标准经贸****点击查看政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；

（3）项目不允许转包。

(c)Specific qualification requirements for this program: (1) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; (2) Having a valid Security Service License issued by the provincial and municipal public security departments; (3) Subcontracting is not allowed for the project.
