Brief specification description or basic overview of the project: Package 2: Traffic Management Auxiliary Police Service Project (Main Urban Area), under the command of the traffic police department, carries out traffic safety management of surrounding roads such as Shanghai Haichang Ocean Park, Dishui Lake, and Line 16 subway station, as well as management of related parking lots and road parking points. The service location is in the main urban area of Nanhui New Town. The project will last for one year and the working hours will not be less than 75000 hours.

合同履约期限：包件1：2025年2月22日至2026年2月21日，包件2：2025年2月1日至2026年1月31日

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《****点击查看政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing for small and medium-sized enterprises, and during the evaluation, small and micro enterprise products will not be subject to price discounts. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)本项目的特定资格要求：（1）须系我国境内依法设立的法人或非法人组织****点击查看公司以自己名义参加采购活动）；

（3）符合《关于对接国际高标准经贸****点击查看政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（4）项目不允许转包。

(c)Specific qualification requirements for this program: (1) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (2) Having a valid Security Service License issued by the provincial and municipal public security departments; (3) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (4) Subcontracting is not allowed for the project.
