Brief specification description or basic overview of the project: To provide special security services for the Pudong New Area Mental Health Center in Shanghai, the project involves job liquidation, with a total of 9 job sites. The work schedule is based on the specific needs of the hospital (please refer to the job setting list). Bidders should fully consider the job/personnel ratio in this bidding quotation (such as job rotation, leave, meals, and other possible situations that may leave the post, as well as fully consider factors such as statutory working hours) to adapt a sufficient number of security personnel to meet the job requirements. (Please refer to Chapter 5 Procurement Requirements for details)

合同履约期限：本项目一次招标三年有效，合同签订采用一年一签，年度考核合格后进行合同续签。本次投标报价所涵盖的服务期限为1年。

The Contract Period: This project is valid for three years in a single bidding process, and the contract is signed annually. After passing the annual assessment, the contract will be renewed. The service period covered by this bidding quotation is 1 year.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.

（5）本项目不允许转包。

(c)Specific qualification requirements for this program: (1) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; (2) Not included in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and serious government procurement illegal dishonest behavior records by "Credit China" (www.****点击查看. gov.cn) and "China Government Procurement Network" (www.****点击查看. gov.cn); (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) Having a valid Security Service License issued by the public security department; (5) This project does not allow subcontracting.
