简要规格描述或项目基本概况介绍、用途：为采购人提供重要敏感节点维稳安保服务，维护三林镇重要节点期间安全守卫，并根据采购人安排对三林镇重要节点期间辖区内重点人员进行稳控，确保辖区内重点人员在控率达到100%。本项目总工作量预计不少于159000小时。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: Provide stability and security services for important sensitive nodes to the purchaser, maintain security guards during important nodes in Sanlin Town, and stabilize and control key personnel within the jurisdiction during important nodes in Sanlin Town according to the purchaser's arrangements, ensuring that the control rate of key personnel in the jurisdiction reaches 100%. The total workload of this project is expected to be no less than 159000 hours. (Please refer to Chapter 3 Procurement Requirements for details)

合同履约期限：服务期限12个月，具体以合同签订日期为准。

The Contract Period: The service period is 12 months, subject to the date of contract signing.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing for small and medium-sized enterprises, and during the evaluation process, price discounts will not be implemented for their products and services. (2) Welfare units for disabled people and treat them as small and micro enterprises.

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) Having a valid Security Service License issued by the provincial and municipal public security departments; (5) This project does not allow subcontracting.
