简要规则描述：本项目主要是通过竞争性磋商的方式择优选择一家合格的供应商提供上****点击查看中心小学（**校区）****点击查看中心小学**办学点校车接送服务。（具体详见第三章采购需求书）

Brief Specification Description: The main purpose of this project is to select a qualified supplier through competitive negotiation to provide school bus transportation services for fifth grade students from Shanghai Pudong New Area Second Central Primary School (Juye Campus) to the Zaozhuang Campus of the Second Central Primary School. (Please refer to Chapter 3 Procurement Requirements for details)

合同履约期限：2025年9月1日起至2026年8月31日。

The Contract Period: From September 1, 2025 to August 31, 2026.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《****点击查看政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) Must have a valid Road Transport Business License issued by the local road transport management department where the project is located (including chartered passenger transport); (5) This project does not allow subcontracting.
